Preheat oven to 400 degrees F. Grease baking sheets.
In a large bowl add the flour, granulated sugar, brown sugar, baking powder, salt, and cinnamon, mix until well blended. Add the 3/4 cup butter and cut in with a pastry cutter until the butter is worked in.
In another bowl add the milk, egg, vanilla, and chopped apple, blend together. Pour the liquid mixture into the dry ingredients and by hand mix together.
Divide into two. On a lightly floured surface knead the dough a couple of times.
Pat out the dough into a six-inch circle. Cut into six wedges and place on the prepared baking sheet.
Place in the preheated oven and bake 15 to 17 minutes or until the scones are lightly browned.
Remove from oven and cool completely on cooking rack.
Frosting-
In a small saucepan combine the 2 tablespoons of brown sugar, 2 tablespoons butter, and 2 tablespoons of heavy cream. Heat over medium heat stirring continuously until it comes to a boil, remove from heat. Gradually add the powdered sugar until the right consistency. Beat with until smooth and cream. Drizzle the frosting over the cooled scones.
